What grand theft auto are people using to modify the cars?

I wanted to know what game and game system are people using to modify the cars on Grand theft auto. I've been looking on youtube lately seeing box caprices, bubble caprices, cutlass, monte carlos, and donks with custom paint jobs and rims and I wanted to try to make some myself. Can anyone lead the way for me.
