How do I redeem and Israel Savings Bond?

It says on the bottom "The Chase Manhattan Bank" by fiscal agent so I brought it there but they said it's too old for them to redeem it. I was under the impression it's supposed to be held onto for long term amounts of time. I'm not sure what to do. If it matters it is a "Fifteen Year Dollar Savings Bond". Thanks.
