Car A/C works only on the highest power setting?

Hi, my jeep's Air and Heat only power on when I put it on the last/highest setting/power. When I put my a/c on the first or low level notch it wont work. It still blows air but not at a lower setting. What is this problem? Is it going to be costly to repair? Thanks!
