How to get a rusted rim off a car and when I floor it the car bogs and stalls?

I recently bought a 85 caprice classic, when i take the nuts off the back wheel it wont budge tried hammering it dont know what else to do. Same as when i step on the gas and it bogs out dies and then starts no problem. could it be bad gas?
